### Czech Republic (effivera.com/cz)
- Law: zákon č. 406/2000 Sb., novela č. 87/2025 Sb. (Lex OZE III)
- Threshold: 2,778 MWh (10 TJ) average over 3 years, all energy carriers including diesel
- Deadline: December 31, 2026
- Penalty: up to 5,000,000 CZK (~€200,000)
- SEI conducted 392 inspections in 2024, imposing fines totaling 6.47M CZK
- Remote audit: legally permitted (vyhláška 140/2021 treats on-site measurement as optional)
- Group aggregation: parent + subsidiaries must aggregate consumption

### Lithuania (effivera.com/lt)
- Law: Energijos vartojimo efektyvumo didinimo įstatymas (amended 01.10.2025)
- Threshold: 10 TJ annually, all energy carriers including fleet diesel
- Deadline: October 11, 2026
- Penalty: up to 5% of annual revenue or up to €80,000
- Remote audit: legally permitted for transport (conditional measurement per Tvarkos aprašas point 17)
- EU auditors: explicitly permitted (Tvarkos aprašas point 10)
- Report submission: electronically to LEA at auditas@ena.lt

### Croatia (effivera.com/hr)
- Law: Zakon o energetskoj učinkovitosti (NN 155/2025), effective January 1, 2026
- Threshold: 10 TJ annually, all energy carriers including fleet diesel
- Deadline: November 2026
- Penalty: €2,650 to €66,360
- ISO 50001: exempts from audit requirement
- Remote audit: proportionality clause in Pravilnik Art. 5.3.6
- Cross-border auditors: permitted per Art. 13 after Ministry registration

- Law: Ustawa o efektywności energetycznej (amendment UC77 pending)
- Threshold: 10 TJ annually (once UC77 enacted)
- Deadline: pending legislation, expected 2026
- Penalty: up to 5% of annual revenue
- Remote audit: confirmed for transport by market participants
- Data needed: energy invoices for 2023-2025

### Netherlands (effivera.com/nl)
- Law: WuEU + Besluit energie-efficiëntie (pending, expected late 2026)
- Threshold: 10 TJ annually, all energy carriers including fleet diesel

- Penalty: last onder dwangsom + bestuurlijke boetes up to €10,000
- Auditor certification: NOT required (confirmed by SCCM)
- On-site visit: NOT legally required (confirmed by 2 independent firms)
- Polish auditor: zero barriers — no certification, no registration needed
- EIA tax deduction: 40% for implemented efficiency measures
- TAM: ~1,800 firms (10-85 TJ band)

### Slovakia (effivera.com/sk)
- Law: zákon č. 321/2014 Z.z. o energetickej efektívnosti (EED transposition pending — EC infringement XI.2025)
- Threshold: >10 TJ de facto applied by SIEA/MHSR despite formal amendment pending
- Deadline: October 11, 2026
- Penalty: €5,000–€30,000 (minimum €5,000 automatic); doubled for repeat violations (up to €60,000)
- Enforcement: SOI (inspections) + SIEA (monitoring, auditor registry)
- On-site: de facto required (vyhláška 179/2015 — measured data, inspections, photographic documentation)
- Foreign auditors: permitted — single audit under home credentials, or Slovak trade licence in 3 days (€22)
- ISO 50001: full exemption from audit; above 85 TJ mandatory

### Hungary (effivera.com/hu)
- Law: 2015. évi LVII. törvény (Ehat.), amended by 2024. évi LXXXVII. törvény
- Threshold: >10 TJ average annual consumption, all energy carriers
- Deadline: October 10, 2026 (statutory); MEKH registration by June 30, 2026

- Auditor: EGE (UNI CEI 11339) certified by ACCREDIA mandatory — or ESCO (UNI CEI 11352)
- On-site (sopralluogo): MANDATORY (UNI CEI EN 16247-1)
- Foreign auditors: Polish auditor CANNOT sign alone — needs EGE co-signature

### Germany (effivera.com/de)
- Laws: THREE parallel regimes — EnEfG (2023) + EDL-G
- Thresholds: <0.5 GWh none; ≥0.5 GWh non-KMU → DIN EN 16247 audit (EDL-G); ≥2.5 GWh ALL → Umsetzungsplan + Abwärme (EnEfG §§9,16,17); ≥7.5 GWh ALL → ISO 50001 mandatory (EnEfG §8, KMU status irrelevant)
- Referentenentwurf 09.04.2026: ISO threshold 7.5→23.6 GWh, EDL-G 0.5→2.77 GWh, KMU criterion dropped — NOT YET ENACTED

- Scope: defined by SIREN number (not SIRET); foreign companies without French SIREN outside literal scope
- Submission: audit-energie.ademe.fr within 2 months; ADEME does NOT approve reports (statistics only); DREAL enforces
- No subsidy for mandatory audits (ADEME PACTE excludes obligated companies)
